Commission on the 21st Century Economy

Governor Schwarzenegger's Executive Order S-15-09 set the Commission to the task of evaluating and proposing reforms of California's tax system, to realize a revenue stream that is more stable and reflective of the state economy. Their recommendations are published here, in the Final Report of the Commission on the 21st Century Economy.

Final Report of the Commission on the 21st Century Economy (.pdf, 425 pages, <5 MB) The following Commissioners endorsed submitting this report to the Governor and Legislature: Chairman Gerald Parsky, Ruben Barrales, Michael Boskin, John Cogan, Edward De La Rosa, Christopher Edley, Jr., Monica Lozano, Becky Morgan and Curt Pringle.

Various Commissioners had different views on elements of the Recommendations. All of these concerns are separately posted on the Correspondence by Staff and Commissioners webpage.
